While I don't like government intrusion either, I think it's okay to let people know that their habit is effecting the health of their pets. Dogs and cats have smaller lungs and so the second hand smoke must effect them more.

My grandma was a smoker and her pet chihuahua Pedro died of lung cancer when he was only 5 years old. She felt really bad about the dog dieing because of her habit. She went into a depression that lasted for months. She herself died not too long after of heart failure.

I definitely agree that you can let people know that what they're doing is effecting their pets, especially smoking. I just think that this point of attack is simply "preaching to the choir". In other words, all of the people who already want to end/ban smoking will easily agree with this, whereas smokers that haven't cared up until now, aren't going to be shocked into quitting.
